Vaping is always harmful for children in particular, because, they are not smokers or trying to find a harm reduction method. We have driven smoking rates down to 15%. Kids have gotten the message that smoking's nasty, it smells, it's horrible. So what we have with kids, is we have youth initiating nicotine use. There's significant evidence that shows that about half of them are going on to use 2 or more tobacco products, including combustible cigarettes.
